中国有史以来最大的饥荒——“三年自然灾害”还记得吗?Amartiya Sen在本书中指出,实行民主和言论自由的国家从未有过饥荒的发生,而所有的饥荒都不是因为缺乏食物,而是社会问题造成的。因为信息的透明和言论自由所产生的政治压力,不得不迫使政府去防止严重社会问题的发生,不得不去承担确保人人有饭吃的压力。反之的话,政府如果可以任意钳制言论,阻断信息的流通,他就会想方设法逃避公众的谴责而不会去对饥荒负责。政府官员也不会感到压力,更不会因此下台。因此信息自由可以说增加了政府为人民谋福利的可能性。而对网络的管制和信息的钳制,都是为了让人民不能去了解其他的机制,让领导人避免遭到谴责和批评。
