On lit dans le Lond. & China Express, 2 Sept. 1898 « The memoranda that appear in the Journal of the United Service Institution on » The Defences, Harbours, and Railways required by China will prove useful information at the present time. They were drawn up by Colonel Wagner at the request of Li Fong-pao, when Chinese Minister in Berlin in 1883 85, and are now translated by Captain P. Holland, 5th Punjaub Infantry... [in 1883]. The work, in two folio volumes, with 55 maps and plans, was translated into Chinese and sent in to Li Fong-pao. Soon after that it disappeared, and Li was recalled and disgraced. The original has now been summarised by its author, and given in the Militär-Wochenblatt. »
