The Council recommend:

That the certificates of any undergraduates who claim Previous Ex exemption from either Part of the Previous Examination, or from the Examination in the Additional Subjects, by virtue of the above regulation, be presented to the Registrary in their first Term of residence', and that the fee for the Part or Parts of the Examination which they are entitled to be excused be paid at the same time to the Registrary.

That it has been urged upon them both by Masters of Syndicate Schools and others, well entitled to a hearing on the subject, that it would be an advantage to many Schools if the Syndicate were authorized by the Senate to entertain applications for the appointment of one or more persons who should examine the Scholars of the School that makes the application, and who should make a report of the result of the Examination to the Syndicate, it being understood that all the expenses attending on the appointment of the Examiners and on the Examination shall be borne by the school.

The Syndicate are of opinion that it would be advantageous if the authority above referred to were conferred upon the Syndicate.

By Grace of the Senate dated March 9, 1865, a Scheme was sanctioned for extending the Non-Gremial Examinations Extension to Girls, and the superintendence of the Scheme was committed to this Syndicate.

Annuities in the Name of the Chancellor Masters and Scholars
of the University of Cambridge for the purpose of an annual
prize to be called the "Lowman Memorial Prize" for success
in Group A of the Higher Local Examination open to women
who are engaged in or are preparing for the work of tuition;
and so that the University may make such regulations for the
award of the prize and from time to time if need be alter or
vary the same in such manner as shall appear to them suitable
for carrying into effect the intention of the subscribers.

Higher Local
Examination

That the Report of the Local Examinations Syndicate, dated Nov. 1, 1873, respecting the extension of the Examinations to men above eighteen years of age, be confirmed.

The Syndicate report (Nov. 11, 1873):

They have had under consideration the question whether
the system of Examinations, which has been in operation since
1869 for Women who have completed 18 years of
age before
the first of January of the year in which the Examination takes
place, may, with advantage, be extended to Men of the same
age.

They are of opinion that if the system were thus extended,
it might be found to work advantageously with the system of
lectures which has been established under the superintendence
of the Syndicate appointed by Grace of the Senate dated
June 2, 1873, in some of the large towns in England.

They therefore recommend that the Local Examinations Syndicate be authorized to extend to men above 18 years of age the system of Examinations which is in force for women, but that this authority continue for five years only unless, in
