• The unusually large payment of Interest on the public debt during the fiscal year 1878 is accounied for by payment of interest which had accrued in former years, and by the fact that from July 1, 1877, to July 1, 1878, a large amount of 6 per cent bonda (interest payable January and July) were funded in bonda bearing 4 1-9 and 4 per cent interest, payable quarterly. 'Had the 6 per cent bonds not been converted, the Intereat thereon from January, 1, 1878, to July 1, 1873, would not have been due and paid until after the
