vigation, any law to the contrary notwithstanding, and particularly notwithstanding any provifions contained in an act, paifed in the twelfth year of the reign of his late majesty King Charles the Second, intituled, An act for the encouraging and increafing of Shipping and navigation.

XXIII. And be it further enacted, That all acts done, or engagements entered into by the fubjects of the united states, or of his Majefty, in purfuance of the faid thirteenth article, fhall be deemed and taken to be lawfully done, provided the fame hall have been done or entered into fince the final ratification of the faid treaty, and provided the fame might have been done and entered into agreeably to the faid thirteenth article, any law to the contrary notwithstanding, and the fame fhall be deemed and taken to be, in all respects, and to all intents and purposes whatfoever, as if the fame had been done, entered into, or had taken place fubfequent to the paffing of this act, any prohibition to the contrary notwithstanding, and no penalty, forfeiture or difability, of any kind or nature whatsoever, fhall be incurred or fued for, for or on account of any such acts or engagements.

XXIV. And whereas, by the ninth article of the faid treaty, it was agreed that British subjects, who then held lands in the territories of the jaid united fates, and American citizens, who then held lands in the dominions of his Majefly, fhould continue to hold them according to the nature and tenure of their respective states and titles therein, and might grant, fell, or devife the fame to whom they should please, in like manner as if they were natives, and that neither they nor their heirs or affigns fhould, fo far as might respect the faid lands and the legal remedies incident therate, be regarded as aliens; be it therefore enacted by the authority aforefaid, That all lands, tenements, and hereditaments, in the kingdom of Great Britain, or the territories and dependencies thereto belonging, which on the faid twenty-eighth day of Ocber one thousand feven hundred and ninety-five (being the day of the exchange of the ratification of the faid treaty between Oct. 28, 1795, his Majefty and the faid united ftates) were held by American to be enjoyed citizens, fhall be held and enjoyed, granted, fold, devifed, agreeably to according to the ftipulations and agreements contained in the faid article; any law, custom, or ufage, to the contrary notwithstand

privilege to any perfon, not being a natural-born fubject of this realm, which fuch perfon would not have been entitled to if this act had not been made, other than and except fuch rights, titles, and privileges as fhall be neceflary for the true and faithful performance of the ftipulations in the laid article contained, according to the true intent and meaning thereof, or to give to any perfon, net being either a natural-born fubject of this realm, or a citizen of the faid united states, any right, title, or privilege, to which fuch perfon would not have been entitled if this act had not been made.

XXVI. And whereas by the faid treaty it is further agreed, that

his Majefly and the united states, on mutual requifitions by them respectively, or by their respective minifters or officers authorised to make the fame, will deliver up to juftice all perfons who being charged with murder or forgery committed within the jurifdiction of either, shall feek an afylum within any of the countries of the other, provided that this fhall only be done on fuch evidence of criminalty as, according to the laws of the place where the fugitive or perfon fo charged shall be found, would justify his apprehenfion and commitment for trial, if the offence had there been committed, and that the expence of fuch apprehenfion and delivery shall be borne and defrayed by those who make the requifition, and receive the fugitive; be it enacted by the authority aforefaid, That in cafe requifition (hall at any time be made, in purfuance of Regulations and according to the faid article, for the delivery of any perfon for carrying charged with murder or forgery, committed within the jurif into effect an diction of the faid united ftates, it fhall be lawful for one of his agreement ia the treaty Majesty's principal fecretaries of ftate, by warrant under his hand mutually to and feal, to fignify that fuch requifition has been fo made, and to deliver up require all juftices of the peace, and other magiftrates and officers perfons charg ed with murof juftice, to govern themselves accordingly, and to be aiding and der or forgery. affifting in apprehending the perfon fo charged, and committing such perfon, for the purpofe of being delivered up to justice, according to the provifions in the faid article, and thereupon it thall be lawful for any juftice of the peace, or other perfon having power to commit for trial perfons charged with offences against the laws of this kingdom, to examine upon oath any perlons or perfon touching the truth of fuch charge, and upon fuch evidence as, according to the laws of this kingdom, would justify the apprehenfion and commitment for trial of the perfon to charged, if the offence wherewith he fhall be fo charged had been committed in this kingdom, it fhall be lawful for fuch juftice of the peace, or other perfon having power to commit as aforefaid, to commit the perfon fo charged to his Majefty's goal, there to remain, until delivered purluant to fuch requifition, as aforefaid, and thereupon it fhall be lawful for one of his Majesty's fecretaries of ftate, by warrant under his hand and feal, to order the person so committed to be delivered to fuch perfon or perfons as thall be authorised by the faid united states to receive the perfon fo committed, and convey such person to the dominions of the faid united states, to be tried for the offence with which fuch perfon fhall be fo charged; and if the perfon fo charged thall escape out of any cuftody to which he thall be committed as aforefaid, it shall be lawful to retake fuch person in the fame manner as any perfon charged with any offence against the laws of this kingdom may be retaken upon an efcape, fo that fuch perfon fo charged as aforesaid may be effectually delivered up to juftice, according to the true intent and meaning of the faid article of the faid treaty.

An acl to amend and render more effectual an act, made in the thirtyfirft year of the reign of his late majefly King George the Second, intituled, An act for the due making of bread, and to regulate the price and affize thereof, and to punish perfons who fhall adulterate meal, flour, or bread, fo far as the fame relates to the afsize and making of bread to be fold in the city of London, and the liberties thereof, and within the weekly bills of mortality, and within ten miles of the Royal Exchange.-[July 4, 1797.]

HEREAS several of the provisions and regulations in the Statute made in the thirty-first year of the reign of his late majesty King George the Second, intituled, An act for the due making of bread, and to regulate the price and affize thereof, and to punish perfons who fhall adulterate meal, flour, or bread, have been found defective; and it is expedient that other provifions and regulations fhould be made, and further powers granted, for carrying the purposes of the faid act into execution, fo far as the fame relate to the affize and making of bread to be fold in the city of London, and the liberties thereof, and within the weekly bills of mortality, and within ten miles of the Royal Exchange: be it therefore enacted by the King's most excellent majefty, by and with the advice and confent of the lords fpiritual and temporal, and commons, in this prefent parliament affembled, and by the authority of the fame, That each and every corn meter of the city of London, who is or hereafter fhall be employed in working, or measuring and corn meter's delivering out wheat, within the faid city, or the liberties thereof, or the weekly bills of mortality, or within ten miles of the Royal Exchange, fhall and is hereby required weekly, before the hour of twelve of the clock at noon of every Monday, to enter, or caufe to be entered, in a book to be for that purpose provided by the mayor and commonalty and citizens of the city of London, and kept at the corn meter's office of the faid city, according to the form herein-after contained in that behalf, a true and particular account, in writing, of all the wheat worked and delivered by each and every such corn meter, in the courfe of the preceding week, from hips or veffels in the river Thames, or out of warehoufes or other places within the faid city, or liberties thereof, or weekly bills of mortality, or within ten miles of the Royal Exchange, to the refpective buyers of fuch wheat or their refpective fervants or agents, specifying from what veffels, warehoufes or other places the wheat fhall be worked, the names and additions of the refpective fellers and buyers thereo', the respective quantities, the corn meter's own name, and the names of the refpective lightermen or other perfons to whom the wheat shall be delivered; and that the faid returns or accounts, fo to be entered in the faid book as before-mentioned, fhall be entered, made, and kept in the following form, or to the like effect; (that is to fay),

III. And be it alfo enacted, That each and every corn factor &c. to deliver, and other perfon, who is or hereafter fhall be a feller of wheat true accounts within the faid city, or the liberties thereof, or the weekly bills of mortality, or within ten miles of the Royal Exchange, thall and is hereby required to deliver, or caufe to be delivered, upon demand, weekly, before three of the clock in the afternoon of every Friday, to the faid meal weighers, or other persons to be appointed as aforefaid, or any of them, a true account in writing, figned by himself, or his known agent, fpecifying, according to the best of his knowledge and belief, the quantities and prices of all the wheat fold and delivered by or for him from the Monday to the Saturday, both inclufive, in the week next preceding fuch Friday, with the names and occupations of the refpective buyers, and the apparent purposes for which the wheat fhall have been fold.

IV.
