The maximum number of officers of the Army and Navy to be detailed at any one time under the provisions of the act approved Januar 13, 1891, amending Section 1,225 of th Revised Statutes as amended by an ac approved September 26, 1888, is hereby increased to 110.

DERELICTS,REPORTING,MARK

ING AND REMOVAL OF.

The joint resolution of October 31 authorizes the President to make with the several Governments interested in the navigation of the North Atlanti Ocean an international agreement provid ing for the reporting, marking and removal of dangerous wrecks, derelicts and other menaces to navigation in the North Atlantic Ocean outside the coas waters of the respective countries border ing thereon.

unskilled manual laborers, including

Chinese employed in mining, fishing, huckstering, peddling, laundrymen, those engaged in taking, drying or otherwise preserving shell or other fish for home consumption or exportation.

The term "merchant," as employed herein and in the acts of which this is amendatory, shall have the following meaning and none other: A merchant is a person engaged in buying and selling merchandise, at a fixed place of business, which business is conducted in his name, and who during the time he claims to be engaged as a merchant does not engage in the performance of any manual labor, except such as is necessary in the conduct of his business as such merchant.

Where an application is made by a Chinaman for entrance into the United States on the ground that he was formerly engaged in this country as a merchant, he shall establish by the testimony of two credible witnesses other than Chinese the fact that he conducted such business as hereinbefore defined for at least one year before his departure from the United States, and that during such year he was not engaged in the performance of any manual labor, except such as was necessary in the conduct of his business as such merchant, and in default of such proof shall be refused landing.

Such order of deportation shall be executed by the United States Marshal of the district within which such order is made, and he shall execute the same with all convenient dispatch; and pending the execution of such order such Chinese person shall remain in the custody of the United States Marshal and shall not be admitted to bail.

The certificate herein provided for shall contain the photograph of the applicant, together with his name, local residence and occupation, and a copy of such certificate, with a duplicate of such photograph attached, shall be filed in the office of the United States Collector of Internal Revenue of the district in which such Chinaman makes application.

Such photographs in duplicate shall be furnished by each applicant in such

form as may be prescribed by the Secretary of the Treasury.

TO BE DETAILED TO. The act of Novernber 3, 1893, provides that Section 1,225 of the Revised Statutes, concerning details of officers of the Army and Navy to educational institutions be, and the same is hereby, amended so as to permit the President to detail under the provisions of said act not to exceed 100 officers of the Army of the United States; and no officer shall be thus detalled who has not had five years' service in the Army, and no detail to such duty shall extend for more than four years. SILVER PURCHASE CLAUSE RE

PEALED The act of November 1, 1893, enacte that so much of the act approved July 14, 1890, entitled "An act directing the purchase of silver bullion and issue of Treasury notes thereon, and for other purposes," as directs the Secretary of the Treasury to purchase from time to time silver bullion to the aggregate amount of 4,500,000 ounces, or so much thereof as may be offered in each month at the market price thereof, not exceeding $1 for 371 25-100ths gralns of pure silver, and to issue in payment for such purchases Treasury notes of the United States, be, and the same is hereby, repealed. And it is hereby declared to be the policy of the United States to continue the use of both gold and silver as standard money, and to coin both gold and silver into money of equal intrinsic and exchangeable value, such equality to be secured through international agreement, or by such safeguards of legislation as will insure the maintenance of the parity in value of the coins of the two metals, and the equal power of every dollar at all times in the markets and in the payment of debts. And it is hereby further declared that the efforts of the Government should be steadily directed to the establishment of such a safe system of bimetallism as will maintain at all times the equal power of every dollar coined or issued by the United States, in the markets and in the payment of debts. WORLD'S FAIR. The joint resolution of November 3 amends the World's Fair act of April 25, 1890, so that all foreign exhibits at such Fair acquired by contribution or purchase by the Columbian Museum of Chicago for its own use shall be wholly released from all customs duties.
