Since the 2d of this month, it is reported that the emperor is refolved to join the army on the Rhine, and to refide in Mentz to direct its operations. Madrid, March 6. The report is here, that the court of Naples is inclined to make a feparate peace, under the mediation of our cabinet. Nothing has lets foundation than what is faid on this fubject.-Our court has not the fmalleft influence on that of Naples, where the queen, who is the aunt of the emperor, governs alone, and fhows herfelf difpofed to make the greateft facrifices to the interefts of the houfe of Auftria. It was the who de-, termined the difpatching of 20,000 Neapolitan troops to join the Auftrian army in Lombardy.

Thefe difpofitions have no relation with the prefent fyftem of our court, which is to keep herself on her guard against England, the proceedings of which power exact the greatest precaution on our part. In confequence, all orders for difarming, of which we have formerly fpoken, are revoked. A fquadron of ten fail of the line and

three frigates, under the command of admiral Dioza, have failed from Carthagena; and it is believed they are deftined for America.

There remain in the fame port fifteen vessels of the line, under command of admiral Mazzarado; and a fquadron of the fame force, commanded by admiral Langara, waits at Cadiz the or der for putting to fea.

Hamburgh, March 15. Letters from Berlin ftate, that a fmall corps of Pruffian troops is to affemble next fpring, on the frontiers of Weftphalia, under the orders of the prince of Hohenloe.

According to the laft letters from Vienna, Baron Thugot, the prefent imperial minifter for foreign affairs, is to be appointed cabinet minifter to the emperor; and is to be fucceeded in the former department by count Lehrbach.

Letters from Petersburgh contain intelligence, that general Kofciufko has been lately removed from Petersburgh to a fortrefs 30 miles diftant from Mofcow.

HIS day, in purfuance of the king's pleature, Richard earl Howe, admiral of the white, was promoted to the rank of admiral of the fleet, in the room of the honourable John Forbes, deceased. ·

Sheerness, March 17. Government are inclofing a great part of the marsh grounds, in addition to the fortification already erected. An exfenfive encampment is to be formed here early in the fpring. The caufe of the fickness of the men laft fummer was occafioned by

the camp's being fixed in a low and damp fituation, and fo near the fea, that the men, from the extreme heat of the weather, were almost conflantly bathing: it is now to be formed on the heights above, in an airy and healthy fituation.

Whitehall, March 17. The king has been pleased to grant to the right ho nourable Alexander lord Bridport, of the kingdom of Ireland, knight of the Bath, the offices and places of vice-admiral of Great Britain, and lieutenant of the admiralty thereof, and alfo of lieutenant of the navies and feas of the kingdom of Great Britain, in the room of the right hon. diately went down to Cowes, to join admiral Chriftian's fleet, which was then going under weigh. Cowes, March 20. Admiral Chriftain, in the Thunderer, of 74 guns, 17. The Helena floop of war, of 14 with feveral other hips and floops of guns, captain Talbot, and four cutters, war, and about 40 fail of tranfports, craizing off Oftend, went into that with troops and ftores on board for the port, and, notwithstanding the fire from Weft-Indies, failed from this road foon the batteries on fhore, cut out a large after fun rifing this morning, with a fair ship, laden with claret, and brought | fteady breeze of wind at N. N. E. and her off with them. During the affair were out of fight before eight o'clock. the utmost confufion and terror pervad ed the inhabitants.

22. The prince of Wales and a board of general officers have been, for these four days, fitting at the Horfe Guards, in confultation, for the purpofe of adopting an entire new form of drefs and accoutrements for the cavalry: the fwords are to be lengthened, and the carbines shortened: the waistcoats are to reach a good way down the thigh; the boots are to be made fo ftrong between the calf and the thigh, as to refift the ftroke of a fabre; helmets inftead of hats, in a new form, are fuggefted; they are to clafp at the chin like the old-fashioned hunting caps.

An alteration likewife to take place in the faddles; and, indeed, almoft every part of the accoutrements and drefs.

24. The royal affent was given by commiffion to forty-fix bills of a public and private nature.

The commiffioners were, the lord chancellor, the archbishop of Canterbury, and the duke of Dorfet.

25. The flag officers who fuftained the three divifions of the British fleet on the 27th of July, 1778, are now extinct, and fell off according to their pofition in the line of battle; viz. rear-admiral fir Robert Harland, who with the red, led the van; admiral Keppel, who commanded the blue, in the centre; and, laftly, vice-admiral fir Hugh Pallifer, who conducted the blue divifion in the rear.

26. The following is the precife ftate of the force of the British navy in fhips of the line on the Mediterranean station, including the fhips with rear admiral Mann, that are chiefly employed in looking after Richerie's fquadron, at Cadiz. Two fhips of 100 guns and upwards, five of 90 to 98 guns each, two of 80 guns, thirteen of 74, and two of 64, with a full proportion of frigates and floops. One of the 80 gun fhips, the Ca fra French prize, has been converted into an hofpital fhip at Fiorenzo Bay; the others are in actual service; one of 98 guns, four of 74 guns, and one of 64 guns, are with admiral Mann; the reft all with the commander in chief, fir John Jervis.

Edinburgh, March 27. The French and the Dutch threaten to put an end to the intercourfe by fea, between Leith and London. When the fermon was over, the king and queen came down the back flairs, and went into the body of the chapel to the altar, where they received the holy facrament, which was administered by Dr. Beilby Porteus, bifhop of London; who received from their majefties the ufual offerings.

29. Sir John Warren has, during his laft cruize, taken, in the whole, 13 merchantmen, a privateer, and l'Etoile frigates; and alfo detained three frigates, Danes, laden with flour for Breft.

The French are forming very great depots of arms and military ftores, and erecting very formidable batteries at Cayenne. They have alfo enlisted a number of difcontented negroes from Surinam, and are preparing ftrong armaments to fend against our Weft India fettlements.

Intelligence has been received by government, through the medium of the laft difpatches from India, that a negociation continues an foot with the Myfore chief, through the government of Madrafs, for the purpose of detaching Tippoo Saib from immediate alliance with any European power, particularly the French and Dutch; to which the prefent times feem more favourable than any that have occurred for several years paft.
