By an Act paffed in 1732, Every Gallon of Rum, Brandy, and other diftilled Spirits, and every Gallon of Wine, fhall pay 3 d. Sterling, except fuch Liquors as are imported directly from Great Britain.

MARYLAND.

By an Act passed in 1704, a Duty of 2 s. per Hogshead is laid on all Tobacco exported, half to the Proprietor, and half to the Governor.

By an Act paffed in 1704, a Duty of 3 d. per Ton is laid upon the Tonnage of all Ships entering that Province, except fuch as bona fide were built in, or belong to the Feople of that Province.

By an Act paffed in 1715, a Dury is laid on the following Goods imported, viz.

By an Act paffed in 1730, lays a Duty on the Importation of every Perfon convicted of Murder, Felony, Esc. 51.

By an Act paffed in 1733, a Duty of forty Shillings per Ton is laid on all Copper exported to any other Plantation.

A Duty is laid on the Importation, on every Slave four Years old and upwards, directly from Africa, 21. On every Gallon of Rum, Spirits, from all other Places, 47. By an Act paffed in 1734, a Duty of 3 s. current Money per Ton, laid on all Veffels entering in, or clearing out, except Veffels built in the Colony, or wholly owned by the Inhabitants thereof, or the Inhabitants of Great Britain; and coafting Veffels between Cape Henlopen and New Hampshire inclufive, and whaling Veffels.

By another Act paffed in 1734, a Duty is laid on empty Cafk imported. On every empty Hogfhead, 1 s. 6d. Light Tevice, I s. Barrel or smaller Cafk, 9d. Flower or Bread Barrel, I s. Flower or Bread Half-Barrel, 7.

By an Act paffed in 1734, a Duty is laid on every Barrel of Cyder imported, Is. On every Barrel of Pork, 3 s. On every Barrel of Beef, 25. with an Exemption in Favour of Cyder, Pork, and Beef, from New Jersey.

MASSACHUSETS.

By an Act paffed in 1734, the following Duties were laid on Goods and Merchandize imported, and on the Tonnage of Shipping, viz. On every Fipe of Wine from the Weitern Iflands, 1. 10S. The Canaries, 2 l. 5 s. Madera, 17. 15 s. and all other Sorts, 14. 15. Hogfhead of Rum, 1 1.. 10 s. Sugar 2 s. Molaffes 1 s. Tobacco 17. 15 s. Ton of Logwood 3 s. On all other Goods 3 d. on evey 20s. Value; all Goods imported from Great Britain excepted.

All Molaffes and Rum belonging to Foreigners, fhall pay, for every Hogshead of Molafíes, 5 s. Of Rum, 6. All fuch Liquors or Goods imported from any other Place than of their Growth, ihall pay double.

Every Veffel coming to Trade in this Province, (except Ships all owned in the Province, or belonging to Great Britain, or to Pensylvania, New Jersey, New York, Connecticut, Rhode Island, or New Hampshire) fhall pay each Voyage 5 s. per Ton, or one Pound of good new Pittol Powder for every Ton Burthen, (faving for that Part owned in Great Britain or this Province, or the aforefaid Governments) which are exempted.

NEW HAMPSHIRE.

By an Act paffed in 1702, a Duty is laid on the Tonnage of all Shipping, viz. one Pound of good new Gun-powder in Specie, for each Ton fuch Veffel contains.

NOVA SCOTIA.

A new Government not fufficiently fettled to establish an Affembly, and

therefore cannot make Laws or raife Taxes.

NEWFOUNDLAND. Not allowed to make Laws, nor feveral other Privileges enjoy'd by other Plantations.

On the 11th, the Houfe, according to Order, refolved itfelf again into a Committee, to confider of the Supply granted to his Majefty, and cane to the following Refolutions:

1. That a Sum not exceeding 217,2691. 45. 10 d. fhould be grant ed to his Majefty for the Ordinary of the Navy, (including Half-pay to Sea Officers) for the Year 1736..

2. That a Stun not exceeding 10,000 thould be granted to his Majesty

the Peace for the County of Middlefex, in their General Quarter Seflions affembled, was prefented to the House and read, fetting forth, That the drinking of Geneva and other distilled Spirituous Liquors had for fonie Years last past greatly increased, especially among People of inferior Rank; and that the conftant and exceffive Ufe thereof had already deftroyed Thoufands of his Majefty's Subjects, and rendered great Numbers of others unfit for useful Labour and Service,debauching at the fame Time their Morals, and driving them into all manner of Vice and Wickedness; and that Thát pernicious Liquor was then fold, not only by Distillers and Geneva Shops, but by many other Perfons of inferior Trades; by which Means, Journeymen, Apprentices, and Servants, were drawn in to tafte, and by Degrees to like, approve, and immode

The Houfe having on the 10th begun to hear the Matter of the Petition of Richard Sheppard, Efq; complaining of an undue Election and Return for the Borough of Southwark, in the County of Surry, in Pursuance of their Order mention'd in our laft, and having proceeded in the faid Hearing on the Thurfday following, the Petitioner, after he had examined all his Witneffes in Support of his Petition, was advised to give up the Af-rately to drink thereof; and that the fair; whereupon Mr. Heathcote, the the fitting Member was prevailed on not to give the Houfe the Trouble of examining any Witneffes in Support of his Right, or to push the Affair any further; fo that on the Tuesday after, being the 17th, the House refolved, nem. con. that George Heathcote, Efq, was duly elected a Burgess to ferve in this prefent Parliament for the Borough of Southwark, in the County of Surry.

On the 19th, his Majefty came to the Houfe of Peers, and gave the the Royal Affent to the Act for continuing the Duties on Malt, Mum, Cyder and Perry, in that Part of Great Britain called England; and for granting to his Majefty certain Duties upon Malt, Mum, Cyder and Perry, in that Part of Great Britain called Scotland, for the Service of the Year 1736.

And to two private Bills. On Friday the 20th of February, a Petition of his Majefty's Juftices of

Petitioners apprehended the Publick Welfare and Safety, as well as the Trade of the Nation, would be greatly affected by it, as that Practice was dangerous and mischievous to the Health, Strength, Peace and Morals, and tended greatly to diminish the Labour and Industry of his Majefty's Subjects; and therefore praying, that the Houfe would take the Premiffes into their ferious Confideration, and apply fuch Remedy as the House fhould judge most proper.

Which Petition was ordered to be referred to a Committee of the whole House; and it was refolved that the Houfe would upon the Monday föllowing, refolve itself into a Cominittee of the whole Houfe, to confider of the faid Petition.

Accordingly, on Monday the 23d, the House refolv'd itfelf into the faid Committee, and (Sir Charles Turner being in the Chair) the Master of the Rolls moved the following Refolution:

1. That

1. That the low Price of Spirituous Liquors was the principal Inducement to the exceffive and pernicious Ufe thereof.

2. That in order to prevent the exceffive and pernicious Ufe of Spiriruous Liquors, a Difcouragement fhould be given thereto, by a Duty to be laid on all fuch Liquors by Retail.

3. That the vending, bartering, or uttering the faid Liquors fhould be reftrained to Perfons keeping publick Brandy Shops, Victualling - houses, Coffee-houfes, Ale-houses, and Innholders, and to fuch Apothecaries and Surgeons as fhould make Ufe of the fame by Way of Medicine only.

4. That no Perfon keeping a publick Victualling-houfe, Coffee-house, or Ale-houfe, or being an Innholder, fhould be permitted to vend, barter, or utter the faid Liquors, but by a Licence, with a Duty payable thereupon.

Which Refolutions were all agreed to, without any Debate in the Committee, and being next Day reported to the Houfe, they were there likewife agreed to without any Debate and as from these Resolutions it appeared, that it would be neceffary to lay on fome new Duties, and that it might perhaps be neceffary to make fone Alterations in the old, therefore it was ordered, that the faid Report fhould be referred to the Committee of the whole House, to whom it was referred to confider further of Ways and Means for raifing the Supply granted to his Majesty.

Accordingly, the faid Committee of Ways and Means took this Affair into their Confideration on Monday the 8th of March, when the following Refolutions were moved for :

1. That for all Spirituous Liquors, which any Retailer thereof thould, from and after the 24th Day of June,

1736, be poffeffed of, there fhould be granted to his Majesty a Duty of 205. per Gallon.

2. That from and after the 24th Day of June 1736, the Sum of 50%. yearly fhould be paid to his Majefty, for a Licence to be taken out yearly, by every Perfon keeping a publick Brandy-fhop, a publick Victuallinghoufe, Coffee-houfe, or Ale-houfe, or being an Innholder, who fhould vend, barter, or utter, any fuch Spirituous Liquors,

And on the 17th of Much, when the following Refolutions were moved for:

1. That the Duty and Revenue, which should arise by Licences for vending Brandy or Spirits, as alfo the prefent Duties on Low Wines, Strong Waters, Brandy, Rum, Arrack, and all other Spirits, whether foreign or British, and fuch Duties as fhould arife by retailing the fame, fhould be united to, and made Part of the general or Aggregate Fund eftablished by the Act 1 Geo. 1. and fhould be iffued and applied to the Ufes to which the faid Fund is, or fhould be made applicable.

2. That all the feveral Annuities, Payments, and Appropriations, which were then charged upon and payable out of the faid feveral Duties on Strong Waters, Brandy, Rum, Arrack, or any other Spirits, fhould be charged upon, and made payable out of the faid Aggregate Fund.

Upon the Motion for the firft of thefe Refolutions, feveral Gentlemen teftified their Diflike to the laying on fo high a Duty at once on all Spirituous Liquors; because it was really in fome Manner laying a Prohibition upon the Retailer of any fuch, and in particular W Pey, Ef; ftood up and fpoke to the Effect us follows:
