may be enacted, established and declared, that the Crown and Regal Government of the faid Kingdoms and Dominions, with all and fingular the Premifes thereunto belonging and appertaining, fhall be and continue to their faid Majefties, and the Survivor of them, during their Lives, and the Life of the Survivor of them; and that the entire, perfect, and full Exercife of the Regal Power and Government be only in and executed by his Majefty, in the Names of both their Majesties during their joint Lives; and after their Deceases, the faid Crown and Premifes fhall be and remain to the Heirs of the Body of her Majefty; and for Default of fuch lffue, to her Royal Highness the Princess Anne of Denmark, and the Heirs of her Body; and for Default of fuch Iffue, to the Heirs of the Body of his faid Majefty. And thereunto the faid Lords Spiritual and Temporal, and Commons, do in the Name of all the People aforefaid, most humbly and faithfully fubmit themselves, their Heirs and Pofterities for ever. And do faithfully promife that 6 they will ftand to, maintain, and defend their faid Majefties, and alfo the Limitation and Succeffion of the Crown herein specified and contained, to the utmost of their Powers, with their Lives and Eftates, against all Perfons whatfoever that fhall attempt any thing to the contrary.

And whereas it hath been found by Experience, that it is inconfiftent with the Safety and Welfare of this Proteftant Kingdom, to be governed by a Popish Prince, or by any King or Queen marrying a Papist;

The faid Lords Spiritual and Temporal, and • Commons, do further pray, That it may be enacted, that all and every Perfon and Perfons that is, are, or shall be reconciled to, or fhall 'hold Communion with the See or Church of Rome, or fhall profefs the Popish Religion, or fhall marry a Papift, fhall be excluded, and be for ever uncapable to inherit, poffefs, or enjoy the Crown and Government of this Realm, and Ireland, and the Dominions thereunto belonging, or any part of the fame; or to have, ufe, or exercife any Regal Power, Authority or Jurifdiction within the fame ; and in all, and every fuch Cafe, or Cafes, the • People of thefe Realms fhall be, and are hereby abfolved of their Allegiance; and the faid • Crown and Government fhall from time to * time defcend to, and be enjoyed by fuch Perfon, or Perfons, being Proteftants, as fhould have inherited and enjoyed the fame, in cafe 'the faid Perfon or Perfons fo reconciled, hold. ⚫ing Communion, or Profeffing or Marrying & as aforefaid, were naturally dead.

And that every King and Queen of this Realm, who any time hereafter shall come to, ' and fucceed in the Imperial Crown of this Kingdom, fhall, on the firft Day of the Meeting of the first Parliament, next after his or her coming to the Crown, fitting in his or her Throne in the House of Peers, in the Pre'fence of the Lords and Commons therein affembled, or at his or her Coronation, before fuch Perfon or Perfons who fhall AdminiAfter the Coronation Oath to him or her, at the time of his or her taking the faid Oath, ' (which shall firft happen) make, fubscribe, and ! audibly

* audibly repeat the Declaration mentioned in the Statute made in the thirtieth Year of the 'Reign of King Charles the Ild, entitled, An Act for the more effectual preferving the King's Perfon and Government, by disabling Papifts from fitting in either Houfe of Parliament. But ifit fhall happen, that fuch King or Queen, upon his ‹ or her Succeffion to the Crown of this Realm, fhall be under the Age of twelve Years, then every fuch King or Queen fhall make, fubfcribe, and audibly repeat the faid • Declaration at his or her Coronation, or the the first Day of the meeting of the first Parliment as aforefaid, which fhall first happen, ⚫ after fuch King or Queen fhall have attained the faid Age of Twelve Years.

All which their Majefties are contented, and pleased, fhall be declared, enacted, and eftablished, by Authority of this prefent Parliament, and fhall ftand, remain, and be, the Law of this Realm for ever; and the fame are by their faid Majefties, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons in Parliament af fembled, and by the Authority of the fame, declared, enacted, and established accordingly.

And be it further declared and enacted by the Authority aforefaid, that from and after this prefent Seffion of Parliament, no Difpenfation by Non Obftante, of or to any Statute, or part thereof, fhall be allowed, but that the fame fhall be held void, and of no • Effect, except a Difpenfation be allowed of in fuch Statute, and except in fuch Cafes as fhall be especially provided for by one or

more Bill, or Bills, to be paffed, during the preffent Seffion of Parliament.

Provided that no Charter, or Grant, or Par-don, granted before the Three and twentiethDay of October, in the Year of our Lord 1689, fhall be any ways Impeached or Invalidated. by this Act, but that the fame shall be, and ⚫ remain of the fame Force and Effectin Law, and no other, than as if this Act had never ❝ been made.

I have recited the A&t at large, that I might on the one Hand fhew the juft Senfe the English Nation then had of their Deliverance, and their Gratitude to their Deliverer the glorious King William; and on the other Hand, avoid being cenfured for heaping more Miscarriages upon that unhappy Prince King James, than a Nation, whofe Religion, Liberties, Fortunes, and Lives were juft fnatched from the Brink of Ruin, thought fit to charge him with. And here, that I may do Juftice to the Scots Nation as well as to the English, I fhall alfo fet down, as fuccinaly as I can, what that brave People did in this important Jun&ture.

The Convention of the Lords and Commons in the Beginning of the Year 1689, came to the Refolutions in Substance as follow, (viz.)

That whereas King James the VIth, being a profeffed Papift, did affume the Roy al Power, and act as King, without ever taking the Oath required by Law, whereby every King at his Acceffion to the Go6 vernment was obliged to fwear to maintain the Proteftant Religion and to rule the Peo"ple according to the laudable Laws: And by the Advice of wicked. Counsellors, did

invade the fundamental Conftitution of the Kingdom of Scotland, and altered it from a legal limited Monarchy to an arbitrary and ⚫ defpotick Power; and in a publick Proclamation afferted an abfolute Power to annul and difable all Laws, particularly by arraigning the Laws establishing the Proteftant Reli" gion, and exerted that Power to the Subverfion of the Proteftant Religion, and to the • Violation of the Laws and Liberties of the • Kingdom.

'By erecting publick Schools and Societies of the Jefuits, and not only allowing Mafs to be publickly faid, but also converting Proteftant Chappels and Churches to publick Masshoufes, contrary to the exprefs Laws against 'faying and hearing Mafs.

By allowing Popish Books to be printed and difperfed by a Patent to a Popish Printer, defigning him Printer to his Majefty's Houfhold, College, and Chappel, contrary to Law.

By taking the Children of Proteftant No⚫blemen and Gentlemen, fending them abroad to be bred Papifts, and beftowing Penfions " upon Priests to pervert Proteftants from their 'Religion by Offers of Places and Preferments,

By difcharging Proteftants, at the fame Time he employed Papifts in Places of greateft Truft both Civil and Military, &c. and intrufting the Forts and Magazines in their Hands.
