For the purposes of this commentary "South Asia" was defined as the SAARC countries, namely India, Sri Lanka, Nepal, Bangladesh, Pakistan, Bhutan and the Maldives. The contributing scholars from these countries--addressing these countries' specific concerns--have adopted the following key principles:
