LIST OF STATE INSTITUTIONS UNDER THE CONTROL OF THE OHIO BOARD OF ADMINISTRATION.

INTRODUCTORY

The Ohio Board of Administration respectfully submits the annual report for the year ended November 15, 1914. The following summary presents only the more important items of interest which is supplemented by detailed financial and statistical statements, together with the reports from the managing officers of the institution.

POPULATION.

The average daily population during the year in the eighteen institutions under the control of the board increased 724 over the preceding year, as is shown by the following table:

It is to be noted in this connection that while the average daily population shows an increase of 724, the actual number in the institutions on November 15, 1914, exceeded that on November 15, 1913, by 1,080.

EXPENDITURES.

The total expenditures of the board for the year amounted to $4,154,382.11, and the receipts paid into the state treasury to the credit of the general fund amounted to $792,008.45. The general classification of expenditures is as follows:

It is desired at this time to call attention only to the items for permanent improvement: $197,791.01 was expended during the year for new buildings; $39,091.05 for repairs and improvements on old buildings; and $19,500.00 for land.

The building operations during the year have consisted in part of the erection of new buildings, and in part the remodeling of old ones. Wherever possible the labor of inmates has been used to reduce the cost of construction.

Dormitories.

The work of rebuilding the interior of two dormitories at the Girls' Industrial School was completed during the year. Part of this work was done by prisoners from the Penitentiary. One dormitory was remodeled at the Boys' Industrial School, all of the work being done by the boys themselves. A building at the Custodial Farm was reconstructed and adapted for use as a detention cottage.

A part of this work was done by the Feeble-Minded boys and a part by prisoners from the Penitentiary. A new dormitory is under construction at the Institution for Feeble-Minded. While the work is being done under contract, the brick has been furnished from the State Brick Plant. A new dormitory is also under construction at the Ohio Hospital for Epileptics, and the brick for this building is being furnished from the state plant. The last of the old cell blocks at the Penitentiary have been converted into a dormitory, all of the work being done by prisoners.
