REVISION OF STATUTES.

The revised laws governing local mutuals as they appear in the revision of the statutes, which go into effect September 1st, 1898, are embodied in this volume for the inforntation of the officers of these companies.

CONCLUSION.

At the last session, the legislature passed a law which would have compelled each of the town, city and village, church, and hail mutuals to have its annual statement published in the official state paper, and one other newspaper, at a cost of forty dollars to each company.

The effect of the law as passed does not seem to have been known to the legislature, and before it came to the knowledge of the Commissioner the legislature had adjourned. However, as there was an adjourned session in August, 1897, the Commissioner of Insurance called the attention of the revisors of the statutes to the effect of this law upon these local mutual companies. As a result, at the adjourned session, the law was amended exempting these companies from such publication of the annual statements, thus saving these companies an annual expenditure of $8,720.00 from which they could have received no benefit.

It will be noticed that the attorney general, to whom the question was submitted, decides that the valued policy law applies to all classes of companies whatever be the form of policy used.

The law is a vicious one, serves no good purposes and should be repealed.

In dealing with the local mutuals of this state the Commissioner has been treated with uniform courtesy and the officers

have at all times shown a willingness to co-operate with the department for improvement in methods.
