In order to carry this plan into execution, the mode of raising the money necessary for that purpose will be, after purchasing the leasehold interests of that part of the Rolls estate whereon the new buildings are proposed to be erected, by the sale, when so erected, of the two sides of the stone buildings intended for barristers. Assuming that the rent of each set of chambers will produce from 150l. to 2007. per annum-then, if there are twelve staircases on each of the two sides, and six sets of chambers to each staircase, there will be 144 sets in the whole Taking, therefore, the average at 150 per annum, the annual rental of the two sides of the square to be allotted for the bar would be 21,6007. The sale of these chambers at twenty years' purchase would produce 432,000l.; i. e. 30007, for each set;-a sum, it is presumed, more than sufficient for the building of the grand record office and the entire square, for making compensation to the tenants of the leasehold houses, and for setting apart a sufficient fund for payment of 20007. per annum to the Master of the Rolls, now received by him out of the rents of the Rolls estate. With reference to compensation to the tenants of the Rolls estate; this would not be to any great amount, inasmuch as along Chancery Lane the houses are mostly occupied by attorneys and law stationers, or are let out in offices and on the north and east side of the Rolls, by persons not concerned in any business of a lucrative nature and it is believed none of the leases are for a longer period than twenty-one years.

In point of ornament and elegance, as well as of utility and convenience, this plan is preferable to the building the record offices in Lincoln's Inn Fields; Chancery Lane being a very great thoroughfare for carriages to and from Holborn; the passages whereof are so continually blocked up, as to render it frequently unsafe for foot persons towards Fleet Street: which inconvenience would, by the adoption of this plan, be avoided. Besides this, the contiguity to the Law Institution, as the general resort (or quasi exchange) for solicitors, renders it most desirable that the record offices should not be far distant.

Should, however, this scheme be impractic able, the Rolls estate might be sold; and after setting apart so much money arising from the sale as would provide for the Master of the Rolls' salary, the remainder, together with the 25,000l. already voted by parliament for build

A third mode of defraying the expense of the building might be reasonably resorted to, namely, the Suitor's Fund, or dead cash in the Court of Chancery; as was the case on a former occasion. The Master's offices, the Examiner's offices, and others in the Rolls Yard were provided for out of this fund; the Examiners and their clerks, and the ushers of the Court are paid their salaries out of the same fund: a provision is also made by act of parliament for the Examiners and their clerks, when they retire, from length of service or through infirmity, as may be seen by statute 50 Geo. 3, c. 164.

There is reason also to believe, that many builders, in this age of speculation and im provement, would very gladly undertake a work, so likely to be productive both of profit and fame.

In order to lessen the number of record keepers and their clerks, it would be advisable that the following arrangements should take place; viz. 1st. The forest proceedings, the records of the Court of Requests, of the Court of Wards and Liveries, and of the Court of Star Chamber, and the survey called Domes day, and numerous other miscellaneous records should be transferred to the custody of the keeper of the records of that part of the Exchequer termed the Augmentation Office.

2d. That the ancient treaties of peace and state papers in the Chapter House should be placed in the custody of the keeper of the state papers.

3d. That the records of the Aula Regis and the more early rolls of the King's Bench from Edw. I to Henry the 6th, and the assise rolls of Hen. 3, Edw. 1, and subsequent reigns, and the rolls of the justices itinerant, should be transferred from the Chapter House to the custody of the keeper of the records of the King's Bench Treasury.

4th. That the early rolls of the Common Pleas from Edw. I to Hen 6, together with the fines and recoveries, should also be removed from the same repository, and be deposited in the custody of the keeper of the records of the Common Pleas Treasury.

5th. That the records in the King's Remembrancer's office, the Lord Treasurer's and the pipe offices, should be kept together in the custody of one keeper.

6th. The records of the Court of Chancery, namely, those preserved at the Tower, the Rolls Chapel, the Petty Bag, Crown Office, Examiner's Office, Six Clerks' and Enrolment Offices, and at the cursitor's, should be all brought into one office, and under one keeper.

Hence, all the records of the four Courts would be under the custody of one keeper in each Court; and not, as now, in the care of numerous officers, many of whom are unable to read a record. Exclusively of these keepers, there should be one head or principal keeper:

who ought to have a controul over the respective keepers, and be empowered to order such indexes, arrangements, and alterations to be made from time to time as he, or the Commissioners on the Public Records, with the sanction of the respective Courts, should deem requisite.

There would then be six keepers-thus :1st. The principal or head Keeper.

2d. The Keeper of the Records of Chancery. 3d. The Keeper of the Records of the King's Bench.

4th. The Keeper of the Records of the Common Pleas.

5th. The Keeper of the Records of the Exchequer.

6th. The Keeper of the Records in the Augmentation Office and those to be removed thither from the Chapter House.

Having stated the necessity of having five Keepers of the Records, exclusive of the head or principal Keeper; there must in each department be a set of clerks; the salaries proposed to be paid to such keepers and clerks are as follow, viz. :

cleansing, repairing, transcribing and indexing of the records, which have amounted to seve ral thousand pounds per annum, will be also saved; as it is intended that the clerks, messengers, and bagbearers in each office, when not actually engaged in making searches and transcripts, shall be employed in those operations. It may probably happen, that the clerks in the King's Bench and Cominon Pleas Offices, and even in the the other record offices, may be very frequently unemployed in making searches and transcripts, at a time when an extra hand is required in the Chancery or Exchequer department. It is also submitted that the head or principal keeper shall have power to order any such clerk to assist in making transcripts in such other office, on an application by the respective keepers of the records of each Court.

There can be little doubt, but that, when the records are all brought into one building near the Inns of Court, and proper indexes made, and a more enlightened and liberal conduct is observed towards applicants making searches, (who are frequently deterred from so doing by the sordid conduct of many record officers,) the fees in many cases will amount to a larger sum than before calculated. When Mr. Illingworth was first appointed Deputy Keeper of the Records in the Tower, the ave rage amount of fees was 150/. per annum; in consequence, however, of his liberality to applicants, and allowing them frequently to take short extracts, the fees, when he resigned his office, nine years since, amounted on an average to 400l. per annum. In case the amount of fees should be less than the proposed sala750 ries, the deficiency might be supplied out of the surplus of the Hanaper Fund, which is understood to be considerable. Mr. Illingworth was informed by Mr. Kipling, the late Keeper of the Records in the Rolls' Chapel, that my Lord Eldon intended, about twenty years ago, to place the Rolls' Office on an establishment similar to that at the Tower, and to pay the salaries out of the surplus of that fund.

It is proposed, that these salaries shall be defrayed by the fees for searches and copies of records, which, according to the scale in the appendix, amount to upwards of 60007. per

annum.

So that as regards these five keepers and their clerks, there will be a saving to the government of 2000l. per annum; viz :— 1st. The present establishment at the Tower is 2d. That at the Chapter House.
